Oregon Coast Community College, Central County Campus


For years Oregon Coast Community College was a school without a home; classes had been held in various buildings and former businesses along Highway 101. But in 2004 a $23.5 million bond was passed for a permanent site, and the State of Oregon also contributed $4.5 million.

Balzhiser & Hubbard Engineers provided mechanical, energy, electrical and civil engineering; survey; and lighting design services for the College's main campus in Newport. The building includes two stories of general classrooms, computer classrooms, nursing wing, art classrooms, media center, video conferencing, and academic offices.

Mechanical systems include decoupled variable volume ventilation systems, hydronic heating (passive radiators), natural ventilation capability, air conditioning for high heat gain spaces, and plumbing systems. Electrical design included a new electrical service for the building, emergency power system, fire alarm system, lighting and lighting control systems. Included as part of the light/lighting control system was a daylight dimming system in selected classrooms. In addition, a study was performed to integrate a photovoltaic system into the electrical system. Civil engineering services included design of wastewater service, domestic and fire protection water distribution, natural gas service, and stormwater conveyance systems.

The building is designed to achieve LEED Silver status and is predicted to be approxi­mately 30 percent more energy efficient than a Code building.

We also provided the same services for two new satellite campuses in Lincoln City and Waldport.
