The Oregon Department of Corrections commissioned Balzhiser & Hubbard Engineers to review the existing electrical distribution system (normal and
emergency power) in the Maximum Security facility and to provide recommendations for upgrades/replacements. The study was prepared as supporting
material to request funds for an upgrade to the electrical distribution systems at the Penitentiary. Results of the study:
~ A 12,470 volt distribution system would be installed outside the perimeter fence. The distribution
voltage inside the facility would be limited to 480 volts or lower within the perimeter fence.
~ New emergency generators would be located outside the perimeter fence. The generators would operate
in parallel with the utility (Pacific Power & Light) to allow load testing of the generators without disruption of power to the facility.
~ Options for a centralized UPS system, located outside the perimeter fence, would be investigated.
~ Upgrades to the medium and low voltage distribution systems throughout the facility would be made.
~ Identification of incentives for energy conservation measures would be explored with PP&L, Oregon
Department of Energy, and the Energy Trust of Oregon.
The funds to implement these items are included in a two-year budget request, for the period beginning in 2007.
